Polémica por terrenos que ANT declaró baldíos: el caso que involucra a familiar de Paloma Valencia
A new political and legal controversy has erupted surrounding Senator and candidate Paloma Valencia, related to the Buenavista property, a 6,182-hectare tract located in the municipality of La Primavera, Vichada department. The National Land Agency (ANT) has confirmed that this land, which was in private hands for two decades, has been officially declared public land and will be allocated to the current government's agrarian reform program. The case directly involves Nicolás Laserna, a first cousin of Senator Valencia's mother, who, along with former Democratic Center congressman Gustavo Londoño García, acquired improvements to the property in 2006 for approximately 500 million pesos. Despite having made investments and having an initial land grant from a judge in Puerto Carreño, a lawsuit from the former owners and a subsequent Supreme Court ruling ordered the land's return to the nation, as no original title of ownership was recognized. The National Land Agency's Position In an interview with Mañanas Blu, the director of the National Land Agency, Felipe Harman, was emphatic in clarifying the legal status of the property. According to the official, after carrying out the agrarian clarification process, it was determined that the occupants did not possess a legitimate ownership link. “There is no established ownership relationship. After clarifying the agrarian process, the conclusion was that the land is vacant and therefore no ownership relationship exists between Mr. Laserna and the land,” Harman explained. The director detailed that, historically, in the Orinoquía region, it was common to purchase “improvements” and then request title through judges, a practice that was limited by court rulings. “Vacant lands that are improperly occupied must be recovered… the National Land Agency is responsible for clarifying ownership within the framework of agrarian processes,” the official added. Paloma Valencia “Senator Paloma, regarding this particular case, has submitted more than four requests to the National Land Agency asking for more information,” Harman stated, specifying that the letters were sent in the congresswoman's own name. When asked about the content of these requests, the director indicated that they are “questions related to the agrarian process, its phases, why they were established, what the evidence is, and which instances were determined.” The recovery of these more than 6,000 hectares will not remain merely on paper. The National Government has already begun the procedures to ensure the land is used by local communities that lack ownership. “The farm is recovered and given to landless farmers... we have already identified two farmers' associations and a district, specifically the Buenavista district in that municipality,” stated Harman, who recently visited the area to coordinate the provisional transfer.
