How did the American bishop who oversaw Vatican finances become the fulcrum of one of the greatest financial scandals of the twentieth century? Paul Marcinkus, head of the IOR, wove a web of relationships with Michele Sindona and Roberto Calvi that implicated the Vatican in money laundering, bankruptcies, and unsolved mysteries. In 1969, Paul VI appointed Paul Marcinkus to head the IOR, the Vatican banking institution with $2 billion in deposits and immunity from Italian jurisdiction. Marcinkus immediately formed a partnership with Michele Sindona, then with Roberto Calvi of Banco Ambrosiano. Together, they founded the Cisalpine Overseas Bank in Nassau in 1971. In 1973, the U.S. Department of Justice questioned him regarding $950 million in counterfeit bonds. The bankruptcy of Banco Ambrosiano in 1982 and Calvi's death on the Blackfriars Bridge in London remain among the darkest mysteries of the Republic.
