Paraplegic Driver REFUSES To Exit Vehicle During Police Stop

On September 30th, 2021, Dayton Police conducted a traffic stop on a white Audi A8 with illegally dark window tint after it was seen leaving a known high drug area. The driver, later identified as 39-year-old Clifford Owensby, was known to law enforcement for previous drug, firearm, and non-compliance charges. When officers requested he step out of the car for a narcotics K9 sniff, Owensby refused, claiming he was a paraplegic and could not exit the vehicle. Despite multiple attempts to work with him, he continued to resist and requested a supervisor. After multiple warnings, officers removed him from the vehicle. Inside, police located a black plastic bag containing $22,450 in cash near the driver’s seat. A drug-sniffing dog alerted to the presence of narcotics on the money, which led to the cash being seized for further investigation. Due to his medical condition, Owensby was transported to a hospital for evaluation. Though he was eventually cleared and brought to the jail, the facility declined to book him due to his disability.
