The answer is no. The Service does not have the authority to demolish buildings that existed before the national park was designated. That's up to the local government...") Ultimately, illegal structures are the responsibility of the relevant district offices, as they are now. However, not only has there been no systematic comprehensive investigation of illegal structures, but most have been met with only enforcement fines, without any administrative enforcement. (A local government official: "We're not separately identifying (illegal) structures or anything like that... We're not demolishing them, but rather imposing enforcement fines to encourage voluntary demolition...") Without a change in the district office's stance, the illegal structures will likely remain as an eyesore and a breeding ground for accidents on Geumjeongsan Mountain, rendering the national park designation meaningless.
