UNIT INVESTMENT Tier List 2?

Some units require little work to make them work, while others require much more :) The level of investment does not relate to HOW GOOD the unit is. A high level of investment or medium level of investment unit can end up becoming S Tier based on how powerful that unit build is with a specific level of investment. Some units require little to be good, others require more. This list ranks units based on how much attention and money is required to get them into a good spot.
