The single-stock leveraged ETF for Samsung Electronics and SK Hynix, which was listed on May 27, is being cited as the cause of the recent high volatility in the KOSPI. The monthly average for the KOSPI 200 Volatility Index (VKOSPI), often referred to as the "Korean-style fear index," stood at 85.42 in June, soaring approximately 3.5 times compared to the average of 24.26 a year ago. Notably, on June 29, it rose to 97.99 during trading, breaking the record since its official launch in 2009. While some in the political sphere are calling for the delisting of the product, delisting is structurally impossible under regulations. Single-stock ETFs are subject to delisting if, for three months following one year of listing, the proportion of the underlying assets in the KOSPI market capitalization falls below 5% and the proportion of trading volume falls below 2.5%; this is because Samsung Electronics and SK Hynix account for more than half of the total KOSPI market capitalization. The Korea Exchange has also stated that it is "currently not considering delisting at all." Accordingly, there are three main measures expected in the market: raising the threshold for trading, strengthening management of credit and margin trading, and redesigning targeted regulations. In fact, Deputy Prime Minister Koo Yun-chul stated at the National Assembly on July 8 that "we are consulting with relevant agencies on supplementary measures to minimize volatility." These products will not disappear for the time being, and even if regulations are introduced, it is highly likely that they will only amount to raising the trading threshold.
