Mix skimmed milk powder with the hotteok mix 2. Melt the yeast by adding in warm water, add in the hotteok mix and mix it with a spoon 3. If it starts to look like dough, knead it with your hands until the surface turns smooth 4. Mix black sugar, skimmed milk powder, crushed peanut, and cinnamon powder to make hotteok filling 5. Shape a small amount of dough like a bowl, put the filling in, and close the dough 6. Pour oil on the heated pan and fry the hotteok dough by pressing with a flipper, front and back 7.
