Weather update (July 23, 5 p.m.): At 4 p.m., the tropical depression was located 640 kilometers east of Tuguegarao City, Cagayan. It packs winds of 45 kph with gusts up to 55 kph and is moving northwestward at 30 kph. Wind signal no. 1 is up over: Batanes Cagayan Isabela northern Quirino northern Nueva Vizcaya northern Aurora Apayao Abra Kalinga Mountain Province Ifugao northern Benguet Ilocos Norte Ilocos Sur Kiyapo may intensify into a tropical storm on Friday, which could prompt the raising of wind signal no. 2. It may pass close to northeastern mainland Cagayan Friday morning or afternoon then pass close to or make landfall over Babuyan Islands in the afternoon or evening. Kiyapo will bring strong winds and moderate to intense rains over much of Northern Luzon Friday through Saturday morning. The storm may exit the Philippine area of responsibility on Saturday morning, July 25.
