The five basic principles of Public Administration are found in Article 37 of the Federal Constitution: legality, impartiality, morality, publicity, and efficiency, whose initials form a very famous mnemonic among those preparing for competitive exams, called LIMPE. Principle of LEGALITY: While private individuals can do everything that is not prohibited by law, the Public Administration is only permitted to do what the law authorizes. This is strict legality. Principle of IMPERSONALITY: Impartiality refers to the need for the State to act impartially, not being able to benefit or harm specific individuals, but rather to be guided by the common good. Principle of MORALITY: The Public Administration should not distance itself from morality. Administrative activity should not be guided solely by the law, but also by honesty, good faith, loyalty, and probity. Principle of PUBLICITY: Publicity means "making public," "giving publicity," that is, it concerns the official dissemination of acts for public knowledge. Principle of EFFICIENCY: Administrative activity should be carried out efficiently, with productivity. Efficiency requires positive results for the public service and satisfactory service within a reasonable time.
