Between Peace and War: Britain's response to hybrid threats and the case for national resilience Hybrid threats increasingly blur the boundary between peace and war. From state-backed sabotage and cyber operations to economic coercion and disruptive dual-use technologies, the character of national security risk has evolved beyond traditional military confrontation. Questions of national resilience, democratic accountability, and the coordination of domestic security have moved to the centre of British strategic thinking. This conversation will examine how the United Kingdom is adapting to this environment. About the speakers Dr Michelle Haslem CMG is Director General for Homeland Security at the Home Office and Home Office Ethics Adviser. A national security professional with 27 years' experience, she served as a Director General in the FCDO from 2019 to 2025 and has held postings in Asia, the Middle East and Europe. Suzanne Raine is Master of Selwyn College, Cambridge. She served for 24 years in the Foreign and Commonwealth Office, including as Head of the Joint Terrorism Analysis Centre (2015 to 2017) and Director of Counter-Terrorism (2017 to 2019). She is a Visiting Professor at King's College London, Deputy Chair of the Imperial War Museum, and a Trustee of RUSI. This event is presented by Selwyn College and the Centre for Geopolitics.
