Former congressman Mike Defensor chose not to appear at the National Bureau of Investigation on Wednesday because he has already complied with a previous summons, his lawyer Ferdinand Topacio said, adding the second subpoena shows what he called a "pattern of harassment." The NBI had issued a subpoena to Defensor to shed light on a report that he had offered P5 million in cash to the 18 men claiming to have delivered kickbacks to politicians and personalities. The bureau said Defensor is not a suspect.
