Congresswoman Lucero Justiniano, of the opposition alliance Libre, presented a bill to repeal decrees 4500 and 4710, which allow leaders of the Bolivian Workers' Center (COB), confederations, and federations to collect 100% of their salary and social benefits while "on assignment," meaning while engaged in union activities and blockades. The congresswoman denounced that while Bolivians work up to 15 hours a day, leaders like Mario Argollo "plan their next blockade to paralyze the country" without setting foot in their workplaces but still receiving their full pay.
