The mayor of Pujilí, José Arroyo, was arrested early Wednesday morning in a joint operation between the police and the Prosecutor's Office, following an investigation into alleged embezzlement related to irregular contracts awarded by the municipality since 2024. During his arrest, the official was searched and a cell phone hidden in his underwear was seized. During the procedure, he was questioned about the gender listed on his ID card, to which he responded by identifying himself as a woman and requesting to be treated as such. The operation included 21 raids in the provinces of Cotopaxi, Pichincha, and Tungurahua, resulting in 18 arrests, mostly municipal officials. According to official information, 24 cell phones, 14 computers, documents, bank cards, and 15 storage devices were seized. In October 2024, the deputy mayor and council members had already reported possible irregularities to the Comptroller's Office, which subsequently ordered an audit. A municipal warehouse employee also stated that only 30% of the materials intended for construction projects actually arrived, despite being required to register 100%. Those arrested are awaiting charges before the Quito-based judicial unit specializing in corruption.
