The mandatory registration of phone lines is the federal government's third attempt to create a clear registry, including names, surnames, biometric data, and real addresses, of the approximately 158 million cell phone lines currently in the country, 85 percent of which are prepaid. First, in 2008, under Felipe Calderón, a national mobile phone user registry, known as "Renaut," was created, requiring users to link their SIM card to their CURP (Unique Population Registry Code) via text message. It was an absolute security disaster, as in 2010 it was discovered that the entire database had been hacked and was being sold on the black market. Furthermore, criminals registered thousands of lines using false names or even the former president's own CURP. The Senate eliminated it completely in 2011. The second attempt, now being pursued by Congress, was the National Registry of Mobile Phone Users, created in 2021. It required biometric data such as fingerprints, iris scans, and facial recognition to have an active phone line. But thousands of citizens filed injunctions, and it was rejected by digital rights organizations. In April 2022, the Supreme Court declared it unconstitutional for violating the right to privacy and the protection of personal data. And the third attempt was proposed last year and is currently underway. The Telecommunications Regulatory Commission's mobile phone line linking system began on January 9 of this year and does not require biometric data, but only verifies identity digitally or in person at phone companies, with an official ID and the CURP (Unique Population Registry Code). The goal is to prevent extortion and telephone fraud. The deadline to complete the process is June 30th, and lines that are not registered will begin to be suspended starting July 1st. Registration is handled by the companies, not the government. SIM registration with identity exists in many countries, but its effectiveness is debated. Fraud involving fake identities and duplicate SIMs persists. One example is the European Union, where most countries require SIM registration to facilitate criminal investigations, but this hasn't eliminated extortion or other digital crimes. The main fear among cell phone users is that their data will once again be hacked, leaked, or misused, and many say they would rather stop using cell phones than have to register them.
