The Ministry of Primary and Secondary Education (Kemendikdasmen) ensures that the implementation of the 2026 New Student Admission System (SPMB) will continue to prioritize inclusive and equitable principles. This policy aligns with the central government's directive to expand access to education for all students. The Minister of Primary and Secondary Education, Abdul Mu'ti, emphasized that SPMB is not simply a selection process, but a system designed to ensure all children have the opportunity to learn. "SPMB is a new student admission system, not a selection process. Because it is a system, we strive to ensure all students have the opportunity to learn, not only in public schools but also in private schools," he said after the Academic Ability Test (TKA) at SMPN 1 Surabaya on Tuesday (April 7, 2026). He explained that the admission pathways for the 2026 SPMB remain the same as the previous year: through domicile, achievement, affirmative action, and transfer. However, there have been changes to the achievement pathway, particularly for the academic category. Previously, report card scores were used only, but now TKA scores are added as an assessment component. "TKA scores will become a component in the academic achievement pathway selection. The percentage will be determined by each regional education office," he explained. For the non-academic achievement pathway, the scope remains sports, arts, and leadership. However, the scope of leadership has been expanded, not only limited to the Student Council (OSIS) but also to other activities such as scouting and student representatives. Meanwhile, the affirmative action and transfer pathways remain unchanged. The affirmative action remains for students from underprivileged families and those with special needs, while the transfer pathway is for children following a parental transfer, including educators and educational staff. Abdul Mu'ti also emphasized that the technical arrangements for the implementation of SPMB will be formulated by each regional government. SMA, SMK, and special schools fall under the authority of the provincial government, while SD and SMP are regulated by the district or city government. At the regional level, the Head of the Surabaya City Education Office (Dispendik), Febrina Kusumawati, stated that her office is still awaiting official technical instructions before determining the detailed implementation scheme, including regarding the use of TKA scores. "We will immediately communicate this to all parties once the technical guidelines are issued. In principle, the SPMB must be based on inclusivity, so that all children in Surabaya have the opportunity to attend school," she said. She added that her office is still calculating the capacity and assessment proportions to ensure the policy remains fair and appropriate to regional conditions.
