Distribution of Certificates of Land Ownership Award and Certificates of Condonation in Isabela

Cabagan, Isabela November 22, 2024 Demonstrating the Administration’s commitment to realizing genuine agrarian reform, President Ferdinand R. Marcos Jr. meets the agrarian reform beneficiaries (ARBs) from different localities in the Province of Isabela as he distributes Certificates of Land Ownership Award (CLOAs) in a program at the Municipality of Cabagan on November 22, 2024. Together with Department of Agrarian Reform (DAR) Secretary Conrado Estrella III, the President leads the ceremonial distribution of 456 CLOAs and electronic titles for the SPLIT (Support to Parcelization of Lands for Individual Titling) Project benefitting 346 ARBs across the Province. Beyond these land titles, the DAR remains committed to alleviating the financial burden of farmers. By virtue of Republic Act (R.A.) No. 11953 or the New Agrarian Emancipation Act (NAEA), President Marcos Jr. and Secretary Estrella III are handing over 25,773 Certificates of Condonation with Release of Mortgage (CoCRoMs) to 21,496 ARBs in Isabela. Through these certificates, the government assumes the debt of ARBs amounting to PhP1,152,916,073.00. To recall, the Chief Executive signed the NAEA on 7 July 2023 which condones all loans, including interests, penalties and surcharges incurred by ARBs from land awarded under Presidential Decree (PD) 27, R.A. No. 6657 and R.A. No. 9700. Around 600,000 farmers are said to benefit from the Law covering more than 1.7 million hectares of agrarian reform lands nationwide.
