Siemens is one of the major players when it comes to PLC programming, and it is regarded very highly in the industry. With Siemens TIA Portal, programmers are able to use the latest software to intuitively code small projects to large projects with everything else in between. Siemens also offers a software called S7-PLCSIM that will enable you to simulate a PLC and test your programs when you don't have access to a physical PLC.
