Pete Townshend talks about the White City. Just like with the Deep End concert - no DVD, just second hand VHS or (rare and expensive) Laserdiscs. This video is recorded from a Laserdiscs, which should be the highest quality source available. It is a Japanese LD (and I'm not quite sure if there is anything like an American or European version), so it contains Japanese subtitles, which are directly in the video, thus they can't be easily removed.
