Problem is, they are off in Russia engaging the possibility of a coup from a local order looking to overrule the government. With no team to stop the cartels within the IAA, The Dutchess looks out other allies who have an equal problem with the cartels. Having convinced them all that this union will be for the greater good, The Black Dutchess sends Finn, Jalyn, Nick, Ciley, Angel and Sterling into a conclusive plan that will not only destroy the cartels but also create a possibility for the criminals to do some good for the city.
