Almost every day for the past week, the Instagram account @kabinetbayangan.id has been actively posting profile cards of "Shadow Cabinet" candidates. At the top, the caption reads, "Announcement of Shadow Cabinet Candidates," followed by a photo of the candidate in the center, their name, the ministerial position they are running for, and a short paragraph outlining their track record. The figures introduced are not new faces to the public. They come from diverse backgrounds, ranging from academics and economists to civil society activists. All of these candidates were introduced as part of the 12-ministerial structure of the people's version of the Shadow Cabinet, which is being gradually developed. The Shadow Cabinet movement is spearheaded by Feri Amsari, a constitutional law lecturer at Andalas University, and Ahmad Jilul Qur'ani Farid, a researcher at the Indonesian Transparency Society. Although they are the initiators, they do not have the prerogatives of a president. The ministerial selection process was conducted through independent registration or direct public proposals starting in May 2026. At least 65 individuals submitted resumes, and more than 123 public proposals were submitted to the committee. To select these proposals, the committee established strict criteria. Among them, candidates must possess integrity, be under 50 years of age, be competent in their field, have a publicly recognized track record, be critical, courageous, stand on the side of the people, and be non-partisan. The committee also formed a selection panel comprised of four reputable figures: Zainal Arifin Mochtar, Bivitri Susanti, Erry Riyana Hardjapamekas, and Mohammad Ikhsan. The entire fit and proper test was conducted through online interviews. As a form of public accountability, the Q&A sessions with the candidates were recorded and broadcast publicly so the public could assess the capacity of the prospective cabinet ministers. As of Friday (July 3, 2026), seven ministerial candidates have been announced out of a total of 12 positions, which will be announced in stages and targeted for completion before July 17, 2026. This timing was chosen symbolically because it coincides with International Justice Day. The first candidate is CELIOS Executive Director Bhima Yudhistira as Minister of Finance and Budget Governance.
