In the 1960s and 70s, the Chilean government set itself a rather ambitious goal: to ensure that living in a low-income housing project wouldn't be synonymous with living poorly. From this utopian vision emerged the Portales Neighborhood Unit, Villa Frei, and the San Borja Redevelopment, three neighborhoods conceived not merely as apartment complexes, but as complete cities within the city.
