'THE BURDEN OF PROOF IS ON THE PROSECUTION' In her opening statement, lead defense counsel Sheila Sison on Monday (July 6) argued that the impeachment case against Vice President Sara Duterte is "unconstitutional," saying the House of Representatives usurped the Senate's sole authority to try impeachment cases by conducting what she quoted as a "mini-trial" during its proceedings. Sison also characterized House panel's hearings as an "vast fishing expedition" and maintained that the panel had gone beyond its constitutional role by weighing evidence before the case reached the Senate. Sison ended her remarks by challenging the House prosecution to substantiate its accusations, stressing that the burden of proof rests on the prosecutors.
