Colombia is becoming a nation of renters: 41% of households live in rented accommodation, and the homeownership rate has fallen to 38%, the lowest in the OECD. For many low-income households, the problem isn't paying a monthly mortgage, because they already pay rent, but rather raising the nearly 50 million pesos needed for a down payment. Mauricio Cárdenas is presenting a housing proposal with no down payment that combines a down payment subsidy, a government guarantee to facilitate access to credit, and partial interest rate coverage. The goal: to enable 330,000 families to own their own homes between 2027 and 2030, paying a monthly installment of approximately 700,000 pesos. The proposal aims to complement the Mi Casa Ya program, expand access to credit for informal households, and contribute to the reactivation of the construction sector, with an estimated net fiscal cost of 6 trillion pesos, equivalent to 0.07% of GDP.
