“This is BULL**IT!" Government Employee Refuses to ID when Questioned!

On May 5, 2026, I visited Bates Technical College in Tacoma, Washington after receiving multiple tips alleging the college was failing to properly comply with Washington State’s Public Records Act. What followed was an explosive confrontation involving public employees, refusal by public employees to identify in order to make a public records request, and behavior that raised serious concerns about transparency and accountability at a taxpayer-funded institution. During the encounter, Human Resources personnel created unnecessary barriers to the public records process by refusing to identify public employees by name. Staff members provided contradictory information, redirected questions, and engaged in conduct seemingly intended to frustrate or discourage lawful records requests. The situation escalated further when a staff member began cursing and acting in an aggressively disrespectful manner towards me. According to observations made during the incident, Vice President of Student Services Steve Ashpole refused to compel administrators to identify the employee involved, despite repeated requests for accountability. This investigation examines: Alleged obstruction of Washington Public Records Act requests The refusal to identify public employees Conduct witnessed on campus during the May 5 incident Transparency concerns involving Bates Technical College administration Whether the institution is complying with Washington public disclosure laws Washington law requires public agencies to facilitate access to records and maintain transparency with the public they serve.
