昨天，我们讲述了习近平下基层视察走秀，地方政府如何被劳民伤财的问题。今天我们继续讲述一个全世界最贪生怕死的男人的故事。今天的节目有些像电影大片，都是实实在在的东西，大家觉得有意思别忘了给点个赞加个关注或者会员什么的。以及故事我们说习近平的安全保卫工作，这是一个非常有意思和值得深入来讨论的问题。以至于我们不得不用两集时间来说这个话题，今天我们说上集。 我在政府工作的时候。有一天早上在机关食堂吃饭。听到办公厅的同事讲说一号要来。之所以称一号，是因为中共最高领导人的出行是属于绝密，不可以进行公开的讨论和泄露其行踪。一号算是政府内部的黑话，指的就是中共中央总书记当时的胡锦涛。恰好当天上午，我到我们时任自治区政府副秘书长魏军的办公室汇报工作。当时魏军正抱着两部红机之电话，这边跟中央办公厅联系，那边跟自治区警卫局一起联系，此起彼伏进行沟通协调。忙的不亦乐乎。我调侃道。中央首长出行不是有那个警戒级别吗？是一级还是二级警卫，不得有一个明确的标准和基本的程序，至于这么忙吗？魏副秘书长，一脸无奈。他叹了口气说道。这一级警卫，二级警卫都是。只对应其他重要领导。一号二号不在此列，他们的警戒级别远超一二级警卫。凡是要进行专门部署和特殊安排。警卫工作分为三个层次，外围保卫、中层保卫和内卫近身保卫。三个维度：空中、地上、地下。我们主要是协调外围和中层控制方面。总之就是两个字，安全。当时就觉得这领导人一出行完全是劳民伤财呀，这不是瞎折腾吗？有什么用呢？我出狱以后再见到一些政府的老同事，大家聊起来。人们都说，现在习近平担保的比当年胡锦涛那可是。强化的不知道到多少倍了，可谓事无巨细，吹毛求疵，让你想都想不到。就是所谓的一个安全两个字，一切都变得更加不可思议。 说安全第一步，领导人下基层，一般提前两个月，进行准备。这期间主要是提前排查与清场。 Yesterday, we talked about Xi Jinping’s grassroots inspections and the associated issues of wasting resources and burdening the people. Back when I worked in the government, one morning I was having breakfast in the canteen when I overheard some colleagues from the General Office mentioning that “Number One” was coming. “Number One” is a coded term used internally within the government to refer to the top leader of the Chinese Communist Party, who at the time was Hu Jintao. The leader’s travel plans are classified as top secret, and any discussion or disclosure of their movements is strictly forbidden. Later that morning, I went to the office of Wei Jun, who was then the Deputy Secretary-General of our regional government, to report on some work. At the time, Wei was busy juggling two red telephones, coordinating with the General Office of the Central Committee on one line and the Provincial Security Bureau on the other. He was overwhelmed with endless calls and arrangements. I joked with him, “Isn’t there a standard level of security protocol for these visits? Shouldn’t it just fall under Level One or Level Two security? Why is it so chaotic?” Wei gave me a helpless look, sighed, and said, “Level One and Level Two security are only for other important leaders. Number One and Number Two are not included in those categories. Their security levels go far beyond Level One or Level Two. Everything requires special planning and arrangements. Security work is divided into three layers: perimeter security, intermediate security, and close-proximity personal protection. There are also three dimensions: aerial, ground, and underground. Our main responsibility is to coordinate perimeter and intermediate security controls. Every detail is scrutinized, and nothing is left to chance, all in the name of “safety.” The first step in ensuring safety is preparation for grassroots visits, which typically begins two months in advance.
