Just as language is formed gradually, according to the needs and customs of the people, and is subject to progressive transformations, so too is law. Each people has practices that reflect their customs and values, and law cannot ignore these facts. Interesting, isn't it? For Savigny, law is a living organism, as it is constantly changing, and the fundamental source of law is the customs of the people.
