This movement caused a profound transformation in the city of Rio de Janeiro, which became the administrative center of the Portuguese Empire. This led to a greater need for security, which at the time was ensured by the quadrilheiros (quadrilheiros), groups composed of free citizens and unarmed civil guards appointed by the city councils, responsible for patrolling the cities and towns. These units belonged to the militias called ordinanças (orders). However, with the arrival of the court, the city's population and social complexity grew significantly, requiring an organized police force to maintain the court's security and public order. In 1808, Dom João appointed Judge Paulo Fernandes Viana as Superintendent of Police. When the Superintendent saw irregularities in the city, he would ask the army commander for soldiers to accompany him, but this was ineffective because by the time the soldiers arrived, the thieves had already left. CURRENT FUNCTION OF THE PMERJ The primary function of the PMERJ is overt policing and maintaining public order in the State of Rio de Janeiro. It is one of the military forces, alongside the Brazilian Navy, Army, and Air Force. It is subordinate to the Rio de Janeiro state government as the State Secretariat of Military Police (SEPM). Its members are called state military personnel. CREATION OF THE COAT OF ARMS The Coat of Arms of the Military Police of the State of Rio de Janeiro was created by State Decree on August 19, 1983. The coat of arms features two plants: a sugarcane plant and a coffee plant, which symbolize Brazil's ruling class at the time of the Military Police's creation. In the center of the coat of arms are two firearms, which protect sugarcane and coffee, products of great importance during the colonial period, the Empire, and the early Republic. Above the coat of arms and plants is the crown, representing the "Crown of Portugal," as this police force was created to protect the Portuguese royal court that arrived in Brazil in 1808.
