It is, of course, not a tip (which would be weightless). Here, it's a very brief shift of weight, a small step only on the ball of the foot, and the other foot immediately follows (referred to here as "flutsch") - quickly sliding across the floor behind the other foot. "Tip Flutsch" is used as a term only because the basic step was derived from a "tip" in one explanation. Addendum: For all dancers, this isn't a close-contact dance and isn't technically 100% perfect. It serves as a helpful practice video for hobby dancers or people learning to dance who aren't (yet) aiming for perfection ;)
