LASER underpowered by its power supply? | First TTL/PWM Arduino attempt

My yellow-green laser module is not even close to performing as advertised. Perhaps because the power supply is less powerful than advertised too? In this video, I max test the power supply and see if it matters. I also build a pulse-width modulator using an Arduino Uno in an attempt to adjust the laser's power output. Will I succeed?
