Les Mardis du PCNS 18/10/2021: قراءة في البرنامج الحكومي 2026-2021: بين الفرص والتحديات

The Policy Center for the New South dedicates an episode of its weekly program, "Tuesday Talk," to an analysis of the 2021-2026 government program: between opportunities and challenges, with Amin Al-Saeed, Professor of Constitutional Law and Political Science at Sidi Mohamed Ben Abdellah University in Fez. The new government has outlined 10 major commitments to activate the principle of linking responsibility with accountability and to facilitate monitoring and evaluating government performance. The most prominent of these commitments include creating one million job opportunities over the next five years; raising the percentage of working women to more than 30%, up from the current 20%; improving the education system to rank Morocco among the top 60 countries globally, instead of its current low rankings in most relevant international indicators; stimulating the national economy, especially after the severe external shock it suffered following the spread of the COVID-19 pandemic and its particular impact on youth and women; and strengthening the foundations of the social state, valuing Moroccan human capital, preserving its dignity, enshrining its rights, and providing conditions for its well-being. Can we say that the content of the government program aligns with the findings of the Special Committee on the New Development Model report? Is the expansion of social protection a strategic project for our country? To what extent can this program strengthen social cohesion and reduce social inequality? To what extent can tripartite dialogue between the government, unions, and employers help to promote this model and develop the welfare state? The program anticipates 4% growth, one million jobs, and the rehabilitation of the education and health systems. Is this achievable and realistic? Are these measures sufficient?
