Exploiting a weak and easily influenced judicial system, Yanukovych eliminated his political opponents and, together with a group of loyalists known as "The Family," bent the national economy to his own interests, amassing enormous wealth through illicit means. The situation came to a head in 2013, when Yanukovych refused to sign the Association Agreement with the European Union for fear of the required anti-corruption reforms and Russian retaliation. This decision sparked the pro-Western popular uprisings (Euromaidan), which forced the president to flee to Russia in early 2014, opening a new chapter in Ukrainian history. His successor, oligarch Petro Poroshenko, won the elections promising transparency and reforms. Under international pressure, he created new anti-corruption institutions and cleaned up the banking system. However, his overhaul proved incomplete: no prominent figure from the previous regime was convicted, and new scandals hit his allies, disappointing citizens' expectations. In 2019, actor and political outsider Volodymyr Zelensky overwhelmingly won the elections, riding on popular discontent with corruption. Despite initial enthusiasm and some anti-oligarch laws, Zelensky's government was soon accused of political compromise and of failing to complete the institutional cleanup, until the Russian invasion in 2022. The war united the country and brought Ukraine closer to the European Union, but corruption remained a critical issue. In 2025, Zelensky's attempt to limit the independence of anti-corruption bodies sparked domestic and international protests, forcing him to backtrack. Subsequent scandals in the energy sector and related to military procurement demonstrate that the real challenge for Kiev is not just winning the war against Russia, but demonstrating to international partners that it can eradicate a system of corruption that has been entrenched for decades.
