History of Foundation and Development Systematic exploration of the area of the future city began in the 1920s with expeditions led by geologist Nikolai Urvantsev. Norilsk's official founding date is considered to be 1935, when the Council of People's Commissars of the USSR adopted a resolution to build the Norilsk Mining and Metallurgical Plant. A key factor in the early stages of construction was the use of prison labor from the Norilsk Correctional Labor Camp (Norillag), which operated from 1935 to 1956. This special contingent built the first industrial facilities, mines, and residential barracks. Norilsk received city status in 1953. After the closure of the Gulag system, the city's development continued through the recruitment of Komsomol volunteers and civilian specialists. Today, Norilsk is one of the world's largest centers for the mining and production of palladium, nickel, platinum, and copper. Climate and Life Norilsk is located above the Arctic Circle, in a subarctic climate zone. The average annual temperature is -9.6°C. Subzero temperatures last approximately 240 days per year. Snow cover lasts for 7 to 9 months. In winter, temperatures can drop below -50°C, often accompanied by strong winds and ground blizzards known as "black blizzards." Norilsk's geographic location results in polar nights and polar days: From November 30 to January 13, the sun does not rise above the horizon. To compensate for the lack of light and prevent disruption to biorhythms, local residents take vitamin supplements and strictly monitor their sleep patterns. The polar day, when the sun shines around the clock, lasts from May 20 to July 24. During this period, thick, light-blocking curtains are used for sleeping. The city's architecture is fully adapted to permafrost conditions. Buildings are constructed on pile foundations: the piles are frozen into the ground, leaving a ventilated space between the ground surface and the first floor. This prevents heat transfer from the building to the ground and eliminates permafrost thawing, which could lead to structural failure. The city's energy supply relies on a powerful central heating system, the pipes of which are often laid above ground for the same reason of protecting the ground. Since 2001, Norilsk has had the status of a city with restricted access for foreign citizens.
