When you vacuum your swimming pool the filter and filter media should be removing the debris from the pool instead of allowing it to blow back in through the pool returns. In general if you have dirt blowing back into the pool this would indicate a problem with your filter. A sand filter likely would have a broken or cracked lateral or standpipe, possibly even channeling of the sand media due to age and calcification. A DE filter or a cartridge filter could have holes in the filter media allowing debris to pass through which should otherwise be removed.
