On 20 September 1989, ITN recorded Khmer Rouge soldiers undertaking preparations to wage war against the Cambodian government following the withdrawal of Vietnamese forces from the country. Ten years after Pol Pot's genocidal regime was toppled by invading Vietnamese troops, Khmer Rouge fighters were poised to exploit the Vietnamese departure.
