It was called PL-480, also known as the wheat flour aid. This was a law enacted by the United States in 1954, and its official name was the Agricultural Trade Development and Assistance Act. At the time, the United States faced a problem: excessive agricultural surpluses. Warehouses were overflowing with wheat, corn, and powdered milk. So, the idea came up: let's use this to help poor countries! "The United States is giving us what we have, and Korea is solving hunger... Isn't this a win-win situation?" Thus, wheat flour, corn, and powdered milk began arriving in Korea in the mid-1950s. US military trucks unloaded them at ports and shipped them across the country. PL-480 wasn't just a donation; it was aid tied to Korea's economic structure. But there was a problem. "What is this? A whitish powdery substance... Won't eating this cause illness? If we're going to provide aid, we should be giving rice. Why are we giving this?" They didn't know how to cook wheat flour. So, the government began providing "snack education" using wheat flour. "It's not just a white powder. If you add some water and knead the dough... it becomes this chewy and nutty... I taught them how to make noodles, dumplings, sujebi (hand-made noodles), wheat pancakes, and wheat bread. In the past, wheat didn't grow well in Joseon. It had to be grown in fields rather than paddies, and with extremely low yields, it was a luxury item for the wealthy. Therefore, wheat flour was completely unfamiliar to the common people. Thanks to aid from the United States, that precious wheat flour became the most common food. Until the early 1960s, spring still brought the barley harvest. Rice was expensive, and barley wasn't ripe. So the government launched the "Rice Saving Campaign," a policy to encourage snacking on flour. "Eat rice occasionally, eat flour-based foods often!" Every Wednesday is Snack Day!" Companies, schools, and even military bases joined the campaign. Snack bars began popping up all over the city.
