Joined the Ministry of Foreign Affairs in 1985. In May 2002, he was arrested and indicted by the Tokyo District Public Prosecutors Office's Special Investigation Department in connection with the Muneo Suzuki case. He maintained his innocence and contested the charges, but in June 2009, he was found guilty with a suspended sentence. His probationary period ended in June 2013. His works include "The State's Trap," "The Self-Destructing Empire," and "The Art of Negotiation."
