Mike Toreno, a mysterious government agent who CJ originally thought to be involved with the drug ring, reveals the truth about the Loco Syndicate and the events surrounding CJ’s past missions. In exchange for helping him and ensuring Sweet’s safety, CJ is forced to work for Toreno.
