The Higher Education Minister of Odisha has announced the detailed Standard Operating Procedure (SOP) for the landmark "Gyanodaya – Shiksharu Samruddhi" free education scheme. This is a game-changer for lakhs of students across the state. Key Rules & Guidelines in the SOP: 100% Free Education: Complete waiver of admission and re-admission fees. Attendance Criteria: Students must maintain a minimum of 75% classroom attendance. Under exceptional circumstances, this can be relaxed up to a absolute minimum of 65%. Students with less than 65% attendance will not be eligible. Exclusions: Professional and technical courses are excluded from the scheme. It is only applicable to regular courses. Fees Refund: Students who have already paid admission fees during the first phase of UG/PG admissions will get a full refund directly. No Extra Charges: Colleges and universities are strictly prohibited from hiking fees or collecting admission charges arbitrarily. The government will reimburse the expenses. SAMS Admission: Re-admission and admission processes will be handled seamlessly via the SAMS portal this year.
