20 inch box fan will not spin

Mongo found this box fan on the side of the road. Mongo is sure it was thrown out for a reason, lets try to figure out what that reason was. Also, Can Mongo fix it? This is a 20inch Lasco box fan. It is FILTHY dirty, this is why Mongo puts air filters on the fans, keeps them cleaner. A clean fan runs better and lasts longer.
