Known as the "Little Princess of the North," the city starred in one of the biggest turnarounds in the history of Brazilian education. In the early 2000s, Sobral occupied position 1,366 in the national ranking, with alarming rates of functional illiteracy: 40% of 8-year-old children could not read or write. We detail how a political and moral decision broke with the use of schools as political bargaining chips, implementing structured literacy based on the phonics method. With testimonies from the expert Ilona Becskeházy, we analyze how the focus on the science of learning and merit-based management — with bonuses for teachers — allowed the municipality to reach the top of the IDEB (Basic Education Development Index), surpassing capitals with much larger budgets.
