REC 0197 Boarding a bus at Northland Shopping Centre

Bus stop at Northland shopping centre. This bus stop is one of about a dozen that make up a busy bus exchange at a busy Melbourne shopping mall. A couple of years ago during an upgrade to the shopping centre, the bus interchange was moved from an easily accessible sheltered location adjacent to one of the main entrances to a much more remote location with little shelter and security. It now requires people to walk about 100 metres along an unsheltered narrow pathway through the carpark to get to the bus stop. Why?
