Toyota Echo No Headlights - Now They Won't Turn Off..?? High Beam Light Always On???

This one was a bit of a journey! 2000 Toyota Echo came in with the complaint that the headlights wouldn't turn on. Found both of the headlight fuses were missing. Turns out the normal driver of the vehicle pulled them out because they wouldn't turn off! Sure enough, plug the fuses in and lights come on. Hi-beam indicator also comes on. Even with the key out of the ignition! First step is grab a wiring diagram and develop a game plan. Follow the circuits and eliminate possible causes of why the lights are on until there's only one option left!
