Was There A Fake Sister Lucy?

Did the Vatican replace sister Lucy, the Fatima seer chosen by the Blessed Virgin Mary to give the Fatima message to the world, with a look a like to help the Vatican 2 transition in the church? So that people would not resist the radical changes in the church? She virtually disappeared for around 20 years only to pop back on to the public scene in 1967 with Pope Paul 6th, apparently giving her approval of the changes implemented a few years latter  This is significant since a lot of evidence seems to say that the real 3rd secret of Fatima was a warning against the changes of the 2nd Vatican council.
