Which Characters To Prioritize? - UPDATED Wuthering Waves Tier List (3.0)

Wuthering Waves 3.0 has released two incredibly meta shifting characters, and even though we made a new tier list not too long ago I felt it was necessary to update it because the meta is a lot different now than even a few months ago.
