It only took one announcement from Trump on his social network, Truth, for the financial markets to smile again. This morning, stock markets opened higher after the US president announced he would standardize tariffs at 10% for 75 countries, except for China, which remains at +125%. In Paris, the CAC 40 climbed 6%, while the German DAX rose 8.18%. Publicly, Donald Trump described a carefully considered strategy to force his trading partners to negotiate: "These countries are calling us to kiss my ass," he quipped on Wednesday. But within the administration, Trump's escalating trade rhetoric is causing tension. A self-proclaimed champion of free trade, Tesla CEO Elon Musk openly attacked US trade advisor Peter Navarro on Wednesday, calling him a "moron." Navarro had made the mistake of stating that Tesla was a car "assembler" using parts imported from Asia. It was this exchange that thrust Peter Navarro into the media spotlight on Wednesday. A 75-year-old economist, Harvard graduate, and former professor at the University of California, he was already part of the president's team during his first term in 2016. Long convinced that China has distorted the rules of free trade and is contributing to America's impoverishment, he advocates an aggressive trade policy toward Beijing. It was after his book "Dead Because of China," published in 2011, that he was introduced to Donald Trump, according to the American press. A man of the shadows, Peter Navarro is nonetheless a loyal supporter of President Trump. In 2024, he served four months in prison for refusing to cooperate with Congress during the investigation into the January 2021 attack on the Capitol. He is also a flamboyant figure who cites a mysterious economist, "Ron Vara," in his books to justify his hostility toward Beijing—in reality, an anagram. In France, as throughout Europe, the government wavered in response to the announcement of American tariffs. On Sunday, in Le Parisien, Prime Minister François Bayrou sounded the alarm: "Trump's policies could cost us more than 0.5% of our gross domestic product [GDP]." Job losses, halted investments—the MoDem leader couldn't find words strong enough to describe the urgency of the situation. Especially since France has committed to the EU to reduce its public deficit from 5.8% in 2024 to less than 3% in 2029. Between a revised, lower 2025 budget championed by Eric Lombard, the increase in military spending announced by Macron, and the American threat, François Bayrou finds himself in a dilemma: if growth slows, will he have to renege on his EU commitments or announce further tax increases?
