Generally, traveling for tourism is not permitted. Traveling to polytheistic countries is permitted only for the purpose of calling to Allah, and this is permitted for those who possess strong iman, knowledge, and who are truthful in their affairs and are guided by the truth. They also do not fear temptations for themselves, because they have knowledge, iman, and truth, and they are prepared to identify doubts, which will protect them and those they call to Allah, the Most High." Question for Sheikh Abdurrahman bin Umar Al-Adani: "There are trips to unbelieving countries that do not involve relocation or long-term residence, such as vacations, tours, business trips, travel for the purpose of spreading Islam, and for the purpose of marriage." Answer: "As we have already said, it is permissible to travel to the countries of infidels for extreme necessity (Arabic: darura), for example, for treatment, etc. As for tourism, vacation, travel or recreation, this is not an extreme necessity, since for these purposes one can go to countries where the majority are conservative Muslims and relax there, especially since it will be cheaper and more peaceful for the faith. Although we must advise Muslims to pay primary attention to what brings them benefit, as the Prophet (peace and blessings of Allaah be upon him) said: "Occupy yourselves with what will bring you benefit." And a tourist trip for rest to the countries of unbelief and polytheism, undoubtedly, is fraught with great danger and a test for the faith and personality of a Muslim, as we have already discussed earlier. Also, large sums of money are usually spent on such trips, and temptations In those lands, they are numerous and powerful. How often does it happen that a righteous person returns corrupted after such a trip? And how often does it even happen that a Muslim returns from such a trip as an infidel? In short, Muslims are not permitted to travel to infidel lands for tourism, recreation, or other idle pastimes. This protects a person's faith, saves them from several types of trials, and distances them from sin and evil consequences, as everyone knows the debauchery in those countries and the widespread availability of alcohol, adultery, debauchery, nudity, decadence, and many other forbidden acts. It is also known that infidels have prepared their lands for such purposes and compete with one another in this regard. And, all praise and perfection belong to Allah, those possessing knowledge have issued a legal verdict (fatwa) prohibiting travel to infidel lands for tourism and aimless visits. Travel for business purposes is permitted by some scholars and prohibited by others. Because of the serious dangers that await Muslims. Nevertheless, our advice is to refrain, as much as possible, from traveling to unbelieving countries, both because of the dangers to faith and personality mentioned above, and because a person on a business trip has considerable financial resources, and all the vileness and evil there are within easy reach, may Allah protect us from it. However, it can be said that a business trip to distant unbelieving countries is permissible if it is short-term and undertaken in the company of a noble and righteous companion. Traveling for the purpose of marriage seems impermissible to us, as it does not represent an extreme necessity. It is likely that nowadays a man can marry a respectable woman, if one can be found there, using a telephone or other means of communication, without having to personally visit the lands of the unbelievers, which are full of the dangers we described. Also, as soon as he returns from where he came from, Once he leaves, he will begin to yearn to stay there, and he will come up with various excuses, such as not being able to find a suitable wife, or needing to earn some extra money for the wedding and departure, or having difficulty returning to a Muslim country, or needing medical treatment, and so on. Seeking refuge with Allah from this, we therefore advise him not to go there for this purpose. The scholars of the Standing Committee (al-Lajnatu-ddayma) were asked: "Is hijrah to a disbelieving country permissible for work?" They replied: "If you desire work and earn money, then go to a Muslim country for this purpose. Muslim countries are richer than disbelieving countries because traveling to disbelieving countries poses a risk to one's faith, religion, and morals." See Fataawa al-Lajna 12/58.
