Luke records the progressive fulfillment of Jesus' promise in Acts 1:8: The Gospel would reach Jerusalem, Judea, Samaria, and the ends of the earth. Chapters 13 to 28 mark the great turning point in the narrative, when the focus shifts from Jerusalem to Antioch. It is from this church, characterized by diversity, spiritual sensitivity, and mature missionary practice, that the Holy Spirit calls Paul and Barnabas to evangelize the Gentiles. From this point on, Paul's ministry becomes central, and the Spirit is shown as the true driver of Christian expansion.
