Arslanian Minute 7' 30" original fault. ℹ️ Oscar Quinteiro, Captain of the Navy, was the father of Marta Mónica Quinteiro, an employee of the "Sociedad Militar Seguro de Vida" (Military Society of Life Insurance) who disappeared on May 14, 1976. She was part of a group of Christians who were missionaries in the slum of Bajo Flores (present-day Buenos Aires City). Along with Marta M. Quinteiro, María Marta Vásquez Ocampo de Lugones, César Amadeo Lugones, Beatriz C. Carbonell de Pérez Weiss and Horacio Pérez Weiss, María Esther Lorusso, and Mónica C. M. Mignone were kidnapped. The development of ecclesiastical and political tasks in slums was common practice in the years prior to 1976, but not to a A month and a half after the dictatorship was established, given the insecurity caused by political activism. This testimony refers to the same incident in which Emilio F. Mignone gives his testimony, which can also be seen in this "Exercise for Memory." Witness Oscar Quinteiro was a retired sailor. For this reason, he was able to interview several "de facto" officials. Viewing the testimony here, it is clear that these officials and comrades lied to him, revealing what appears to be a certain naiveté on the part of the witness and a disbelief in assuming that a superior officer would never lie to him out of honor. At one point in his testimony, Quinteiro recounts that he told the Commander of the Navy, Admiral Emilio Eduardo Massera, that his officers were lying to him, without realizing that it was Massera himself who was deceiving Quinteiro. Massera is precisely one of the former commanders charged and later convicted in this trial. The witness also describes practices typical of institutions. rigid as the Navy, such as requesting authorization from his superiors to file a complaint in court for his daughter's disappearance. Four days after his daughter's kidnapping, Quinteiro went to the ESMA (Spanish Navy Special Administrative Unit) where he met with Captain Salvio Menéndez, deputy director of the ESMA. Menéndez told him that his daughter "was not on any list." Eight years later, witness and priest Orlando Yorio testified that he was kidnapped with Francisco Jálics at the ESMA and heard the voice of Marta M. Quinteiro, with whom he shared social activism in the shantytown. At minute 21 (until 22:25), an interesting counterpoint occurs: the witness mentions Judge (Jorge Edwin) Torlasco as the presiding judge of the court where he filed a complaint for his daughter's disappearance in 1976, without realizing that Torlasco is now one of the judges before whom he is testifying. At that moment, the camera focuses on the witness, and the aforementioned judge can be seen in the background. Torlasco was an investigating judge before March 24 and remained so during the dictatorship.
