Bismillahir-Rahmanir-Rahim. Praise be to Allah. May the perfect and complete blessings be upon our Prophet. "Khatm" means to complete, to finish. "Khatmi Quran" means to read the Quran completely from beginning to end. Skipping a surah or verse is not considered khatim. Furthermore, only when the Quran is recited in the language in which it was revealed—Arabic—is it permissible to read the Quran, or to read its translation or commentary, even if this practice brings great rewards, and it is not considered the Quran. This is because both the meaning and the wording of the Quran come from Allah. Even if its meaning is expressed in another language, the wording will change, it will be distorted, and the Quran will be lost. Reading the Quran is Sunnah. One of the greatest sins is not reading the Quran at all and neglecting it. To be saved from this sin, one must read the Quran. Allah says in Surah al-Furqan: The Messenger of Allah (peace and blessings of Allah be upon him) said: "My Lord, my people have recited this Quran." "Hajr" means to leave something, to neglect, to turn away, to be alone. Although the obvious meaning of the verse is that the polytheists did not listen to the Quran and turned away from it, its meaning is better understood by the imams of recitation. Some scholars say: There are five types of pilgrimage to the Quran: 1. Stop listening and reciting it; 2. Refusing to observe it, ignoring its rulings on what is permitted and what is forbidden; 3. Not judging by faith and deeds; 4. Not insisting on understanding it; 5. Not seeking treatment for mental and physical illnesses. All these types of Hajj fall under this verse, although the sin of one is lesser than the other. The following four types of Hajj also require an attempt to understand the meaning of the Quran. One of the authoritative sources of the Hanafi school, Fatwa al-Hindiya, states: "Whoever reads the Quran once a year has not fulfilled the Quran." "Completing the Quran" means reciting the entire Quran. Even if someone who has listened to the entire Quran receives the reward for completing it, they are not considered to have completed it.
