At the end of The Lord of the Rings, when Hobbits returned to The Shire, they find it untouched. Shire was as it was when they left it. But that is not exactly what happened according to Tolkien. According to the book, The Return of the King, when the hobbit returned, they found that Shire has changed completely. It was no longer the green paradise. Shire was occupied by brutal men who had turned Shire into kind of police state. The trees were cut down, and the rivers were poisoned and sky was covered in dark smoke. In short, the Shire was turned into an industrial wasteland. The Chapter, The Scouring of the Shire, goes into detail about what exactly happened to Shire and why.
